      Answer: Not sure why it says that. There are no small or loose bits, and it certainly couldn't fit in their mouths. I got it for my 18-month-old niece, and my 6-month-old son has also played with it. I'd say it's safe at any age.

      Answer: Definitely, a hard plastic like this will do.
